Abstract

The Presidential Historical materials of Barbara Franklin are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (P.L. 93-526, 88 Stat. 1695) and implementing regulations. In accordance with the Act and agency regulations, archivists reviewed the file group to identify personal and private materials and non-historical items. These items have been returned.

Materials covered by the Act have been archivally processed and are described in this register. Items that are security classified or otherwise restricted under the Act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (GSA Form 7279) with a description of each restricted document has been inserted at the beginning of each folder from which materials have been removed. A Document Control Record marks the original position of the withdrawn item.

Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restriction. Certain classified documents may be declassified under authority of Executive Order 13526 in response to a Mandatory Review Request (NA Form 14020) submitted by the researcher.

Biographical Note

Barbara Hackman Franklin was born March 19, 1940 in Lancaster County, Pennsylvania.  She earned a Bachelor of Arts degree from Pennsylvania State University in 1962.  In 1964, she was graduated from the Harvard Business School with a degree in Business Administration – one of the first women to do so.  Following Harvard Business School, she was a manager of environmental analysis for the Singer Company and later served as an assistant vice president at the First National City Bank, now Citibank.

Franklin entered government service in 1971 as a Staff Assistant to the President in the White House Personnel Office.  Working under former Harvard Business School classmate, Fred Malek, Franklin directed the first program in charge of recruiting women for high-level federal government positions.  In what was originally to be a six month leave of absence from First National City Bank, Franklin served in this capacity until 1973.  During her tenure, she succeeded in tripling the number of women hired to government positions. Franklin was appointed to the newly created U.S. Consumer Product Safety Commission in 1973.  She assisted in coordinating the federal government’s work to control carcinogens and toxic materials, advocated a cost-benefit analysis as part of the regulatory process, and worked on child safety issues.  She became the vice-chair of the Commission her first year and continued to serve at this level until 1978 under President Jimmy Carter.  She served four terms on the Advisory Committee for Trade Policy and Negotiations, by appointments of Presidents Ronald Reagan and George H. W. Bush and as Alternate Representative to the 44th United Nations General Assembly by appointment of President George H. W. Bush.  President Bush also appointed her the 29th United States Secretary of Commerce; a post which she served from 1992-1993.  Her open-market initiatives increased American exports in China, Russia, Japan, and Mexico.  She traveled to China in 1992 to normalize commercial relations with the country and remove a ban on ministerial contact – one of the sanctions the United States had imposed following the events in Tiananmen Square in 1989.  Franklin has served five U.S. Presidents and, in 2006, received the Woodrow Wilson Award for Public Service.   

Franklin returned to the private sector served as President and CEO of Franklin Associates, a management consulting firm, from 1984-1992.  She now is President and CEO of Barbara Franklin Enterprises, a private international consulting firm headquartered in Washington, DC. She is an advocate for, and adviser to, American companies doing business in international markets, notably China, and is an expert on corporate governance, auditing, and financial reporting practices.  Over the years, she has served on the board of directors of numerous public companies, councils, committees, and foundations.  Franklin is a regular commentator on the PBS Nightly Business Report.  Her involvement in “A Few Good Women” oral history project at Penn State University Libraries culminated in Lee Stout’s, A Matter of Simple Justice: The Untold Story of Barbara Franklin (2012).   

Scope and Content Note

The Barbara Franklin file group totals 15 linear feet (18 cubic feet) of materials which document the activities of Barbara Franklin and her staff from 1971 to 1973.  Franklin, who served as a Staff Assistant to the President in the White House Personnel Office, was charged with increasing the number of women in high level government positions.  The files illustrate Franklin’s work to recruit qualified women and the efforts to promote the Nixon administration’s policy on women. 

The organizational structure and the original order of the materials could not be determined when processing began.  A new arrangement was created resulting in seven series. These series are the Administrative Files; the Chronological Files; the Alphabetical Names Files; the File Card Index; the Subject Files; the Judy Cole’s Scheduling and Delegate Binders; and Publications. (The arrangement loosely follows a file guide found when processing; this guide is located in Box 20.)  These series are comprised of memoranda; letters; press releases; resumes; executive data sheets; and personal qualifications statements, among others.  The files contain a large number of duplicates, which can be found throughout the various series. 

To gain a more complete understanding of the responsibilities of Barbara Franklin and the larger role she played for women in government, one should view this collection in conjunction with two oral histories conducted for the Richard Nixon Oral History Project.  The White House Special Files and White House Central Files, Staff Member and Office Files of Fred Malek also may be helpful for information relating to the White House Personnel Office.  One could also view the “A Few Good Women” oral history project at Penn State University Libraries, which culminated in Lee Stout’s A Matter of Simple Justice: The Untold Story of Barbara Franklin (2012).

Description:  The Administrative File series predominately contains memoranda and correspondence between Barbara Franklin and various White House staff members.  This is series loosely arranged in several segments: Malek Memoranda; Memos to White House Staff Members; White House Administrative Memos; Internal Barbara Hackman Franklin Memos; External Barbara Hackman Franklin Memos; Action Memos – Responses To; and John Clarke Memos.  Primary correspondents include Fred Malek, Jerry Jones, Judy Kauffman, Judy Cole, and Anne Armstrong.  Topics include major accomplishments of the program; agency action plans; and issues of concern to women voters.  These files also deal with routine administrative matters, such as office space, staffing, and mess privileges.

Description:  The Chronological Files series contains carbon copies of memoranda and correspondence between Franklin, members of the administration, and the public.  Primary correspondents include Fred Malek, Stan Anderson, Pen James, Don Rumsfeld, and Bill Marumoto.  These files contain information relative to meetings with agency heads regarding employment targets and action plans; speaking schedules to promote Franklin’s work; and publicity for important placements.  This series also contains thank you letters from Franklin to those expressing an interest in Franklin’s charge to place more women in government work and those recommending an individual to her attention.  Franklin also responded to individuals expressing an interest in Nixon’s stance and commitment to women’s rights.

There are several duplicates within the files themselves, as well as the Administrative Files series.  The attachments alluded to in these documents cannot be found in these files.  The files are arranged chronologically.

Description:  The Alphabetical Name Files series contains information relative to qualified women considered for, hired, or appointed to positions within agencies, boards, or commissions.  Information related to prominent hires included in this file series include Virginia Allan, Romana A. Banuelos, Virginia Knauer, Dr. Dixy Lee Ray, and Jayne Spain.  Materials include resumes, biographies, executive data sheets, personal qualification statements, press releases, and newsclippings.  Also included in this series are various resumes and background information for qualified minority males.  Arranged alphabetically by surname.

Description:  The File Card Index series is comprised of 3 x 5 index cards used to track data for individuals who have submitted resumes or similar documentation for consideration.  The cards list names, addresses, the sponsor, rating, comments (often used to list political affiliation), and the disposition of the file.  The file could be sent to the talent bank, central files, or the Civil Service Commission for their review.  Arranged alphabetically by surname.

Description:  The Subject Files series contain materials on a broad collection of topics.  A majority of these materials pertain to Franklin’s task of increasing qualified women in top level government positions.  The files document the accumulation of sources; the formulation of a talent bank; working with agencies to develop action plans; and working to identify, as well as anticipate, potential job openings.  The materials also illustrate Franklin’s work to bring women’s issues to the forefront, particularly in the 1972 election.  Topics of this nature include the Equal Rights Amendment, statistics and polls regarding women voters and issues of concern, naming a woman to the Supreme Court, and involvement of women at the Republican National Convention.  Franklin’s work to publicize the accomplishments of the administration in its commitment to women also is represented in this series.  This series is unarranged.

Description:  This file series is comprised of two sets of files.  The first are materials related to the speaking schedules by prominent women in the Nixon administration.  The bulk of the schedules dated from August to November 1972 and keep track of where the individuals are speaking and to what audience.  Speakers include Catherine May Bedell, Sallyanne Payton, and Marina Whitman.  These files are organized chronologically by date of speaking arrangement, alphabetically by state, and also alphabetically by the speaker’s surname.

The second set of files were binders maintained by Franklin staff member, Judy Cole. The files contain information sheets on alternate delegates to the Republican National Convention, as well as delegate biographies.  The Alternate Delegate files are arranged alphabetically by state.  The two sets of Delegate Biographies are organized alphabetically by state.
