These Presidential historical materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note), and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify private or personal as well as non-historical items. Such items, if found, have been withdrawn for return to the individual with primary proprietary or commemorative interest in them.
Materials covered by this act have been archivally processed and are described in this finding aid. Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. Classified documents may be reviewed for declassification under authority of Executive Order 13526 in response to Mandatory Review Request (NA Form 14020) submitted by the researcher.

The National Advisory Council on Adult Education was established under the authority of Title III of the Elementary and Secondary Education Amendments of 1966, P. L. 89-750, and Section 301 of the General Education Provisions Act, P. L. 91-230. The Council is a public advisory committee and functions within the jurisdiction of the Division of Adult Education Program, Office of Education, U.S. Department of Health, Education and Welfare.
Title III of the Elementary and Secondary Education Amendment of 1966 charges the Commission of Education to expand educational opportunity and encourage the establishment of programs of adult public education. That will enable all adults to continue their education to at least the level of completion of secondary school and make available the means to secure training that will enable them to become more employable, productive, and responsible citizens.
The Council advises the Commissioner of Education in the preparation of general regulations and policy matters arising in the administration of the Adult Education Act. The Council reviews the granting of Federal adult education funds to State and local authorities, and reviews State and local programs for administrative and faculty training and research and development in the field of adult education.
Additionally, the Council seeks to discover the progress that Government and private organizations are making in the adult education field, and to correlate its findings so as to provide a useful body of information upon which these organizations may draw for future plans and activities.
The Council consists of 15 members who are knowledgeable in the field of adult education, who are state and local public officials, and who represent the general public. Members are appointed for overlapping terms of three years.
The records consist of correspondence, memorandums, and annual reports. Primary correspondents include the President, Daniel P. Moynihan, Checker Finn, James Cavanaugh, Edward L. Morgan, Fred Malek, Kenneth Cole, James Keogh, Daniel T. Kingsley, James H. Falk, Robert V. Davison, Alexander Haig and David J. Wimer. There is correspondence with John Ottina, Commissioner of Education and Dr. Harold Spears, Chairman of the National Advisory Council.
The terms "Executive" [Ex] and "General" [Gen] are used before the code FG 157 to identify the source of the materials within a specific file. The files designated [Ex] are communications between national, foreign, state and local governments and their agencies, members of Congress and other prominent people. Files designated [Gen] are communications between government officials and private citizens, institutions and other private interests.
