Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. The United States Tariff Commission was created in 1916 by an act of Congress (39 Stat. 795).
Its purpose is to serve the Congress and President as an advisory, fact finding committee on tariffs, commercial policy, and trade matters.
The Commission consists of 6 members who are appointed by the President. After confirmation by the Senate, they serve for terms of 6 years, with a term expiring each year. Not more than 3 commissioners may belong to the same political party.
Memoranda, letters, press releases, and publications make up most of this collection. Principal correspondents include President Nixon, Peter Flanigan, Maurice Stans, Bill Timmons, Commissioners Glen Sutton and Catherine Bedell.
The terms executive and general precede each file designation. The executive file category contains correspondence from the White House, and tariff commission members. The general file category consists mostly of correspondence from members of Congress and the general public. The files subdivided by (/A) indicate materials related to career appointments.
Major topics include nominations and appointments to the commission, the Antidumping Law of 1921, import quotas for nonrubber footwear, dairy imports, and adjustment assistance.
