FG 274 (National Credit Union Administration) (White House Central Files: Subject Files)

Abstract

These Presidential historical materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note), and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify private or personal as well as non-historical items. Such items, if found, have been withdrawn for return to the individual with primary proprietary or commemorative interest in them.

Materials covered by this act have been archivally processed and are described in this finding aid. Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. Classified documents may be reviewed for declassification under authority of Executive Order 13526 in response to Mandatory Review Request (NA Form 14020) submitted by the researcher.

Organizational Note

Public Law 91-206, of March 10, 1970 amended the Federal Credit Union Act so as to provide for an independent Federal Agency for the supervision of federally chartered credit unions. This act established both the National Credit Union Administration (charged with supervising federally chartered credit unions) and the National Credit Union Board (the public advisory board of the National Credit Union Administration).

FG 274 NATIONAL CREDIT UNION ADMINISTRATION

The Federal Credit Union Administration established March 10, 1970 by Public Law 91-206, was charged with chartering, supervising, and examining federal credit unions. In addition, the Administration provided administrative services for federal credit unions, and managed the National Credit Union Share Insurance Fund. The Administrator who served as head of the agency was appointed by the President.

The records consist of memorandums, correspondence, annual reports, and bulletins. Primary correspondents include the President, William E. Timmons, Harry S, Flemming, Peter M. Flanigan, and Herman Nickerson, Jr. (Administrator of the National Credit Union Administration). Topics include Share insurance, the FDIC, the Federal Credit Union Association, the Hunt Commission, credit union liquidation, and interest rates.

FG 274-1 NATIONAL CREDIT UNION BOARD

The National Credit Union Board was established March 10, 1970 by Public Law 91-206. The Board offered advice, counsel, and guidance to the Administrator of the National Credit Union Administration in regards to matters of policy affecting the Congressionally mandated functions of the Agency.

The records consist of memorandums and correspondence. Primary correspondents include the President and Peter M. Flanigan. Topics include calling meetings of the Board, the upgrading of the Administrator from Executive level III to IV, and appointments to the Board.

Corresponding oversized attachments for all file segments of FG 274 have been processed and integrated into the files.

The terms Executive and General are used before the code FG 274 generally to determine the source of the materials. Items designated Executive are communications among national, foreign, state and local governments and their agencies, Members of Congress, and other prominent people. Items designated General are communications between Government officials and private citizens, institutions, and other private interests.
