The distinction between the Executive and General files is particularly indistinct in this group of subject categories since both contain correspondence between White House staff and members of Congress. Correspondence with the general public and with state and local officials and representatives of civic, philanthropic and charitable institutions will usually be found in the General files.

Because of changes made in the White House Central Files filing scheme at the beginning of 1971, several sub-categories exist only for the years 1969-1970. This is true of most of the sub-categories with third numbers in their file codes: for example, Ex FG 33-17-1 House Committees--Science and Astronautics--Subcommittees. In these cases, and in the cases of all other file categories whose contents fail to document at least four of the Nixon administration's six years, the years covered are indicated in brackets, for example, [1969-1970].

As of August 1969, Bryce Harlow was the head of the Congressional Liaison Staff; Lamar Alexander was his Administrative Assistant; William Timmons and William Casselman were in charge of liaison with the House of Representatives, while Kenneth BeLieu and Gene Cowen provided liaison with the Senate; Lyn Nofzigger handled Congressional public relations; Dale Grubb and John Nidecker were in charge of special projects, one of which, handled by Nidecker, was to give advance information to concerned members of Congress on the awarding of federal contracts. On February 5, 1970, William Timmons succeeded Bryce Harlow as head of the Congressional Liaison Staff.

Topics covered in the Executive file include intergovernmental relations, oceanography, opinions aroused by the Vice President's speeches, speaking invitations, schedule proposals, the Vice President's use of White House facilities, and White House social events at which the Vice President is present. Also included is Presidential correspondence with the President of the Senate concerning proposed legislation.
