FG 361 (Inter-American Foundation) (White House Central Files: Subject Files)

Abstract

These Presidential historical materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note), and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify private or personal as well as non-historical items. Such items, if found, have been withdrawn for return to the individual with primary proprietary or commemorative interest in them.

Materials covered by this act have been archivally processed and are described in this finding aid. Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. Classified documents may be reviewed for declassification under authority of Executive Order 13526 in response to Mandatory Review Request (NA Form 14020) submitted by the researcher.

Organizational Note

The Inter-American Foundation was created as a government corporation by an act of December 30, 1969 (83 Stat. 821; 22 U.S.C. 290f). Multi-year funding was authorized, and up to $50 million of appropriated funds was made available for the programs of the Foundation with said funds remaining available until expended. The Foundation was also empowered to receive and use contributions and resources from non-governmental sources.

The purpose of the Foundation is to support small-scale indigenous Latin American and Caribbean social development efforts. The Foundation also seeks to strengthen bonds of friendship and understanding among the people of the Western Hemisphere, to support self-help efforts in Latin America and the Caribbean designed to enlarge opportunity for individual development and to encourage the establishment and growth of democratic institutions by placing primary emphasis on enlargement of educational opportunities at all levels, on production of food and development of agriculture, micro-enterprise promotion, and on improvement of environmental conditions relating to health, maternal and child care, family planning and housing.

To fulfill its purpose, the Foundation makes grants to Latin American and Caribbean groups and organizations, primarily private and semiautonomous; supports projects in which Foundation can contribute significantly to enhance local initiatives and funding; supports efforts which have the potential for becoming models of social change; and to support activities which facilitate the interchange of information about Latin American and Caribbean efforts and progress in social development. During the first two years of operation, the Foundation approved 49 grants to 19 countries totaling $7,074,242,000.

The Inter-American Foundation’s Board of Directors consists of nine members appointed by the President of the United States with the consent of the U.S. Senate; six members are selected from private life and three from among officers or employees of agencies of the United States concerned with Inter-American affairs. Members serve six-year terms.

Scope and Content Note

The records consist of correspondence, memorandums, and executive nominations. Primary correspondents include the President and White House staff Dwight L. Chapin, Alexander Haig, David N. Parker, Robert Finch, Peter G. Peterson, Brent Scowcroft and Jerry Jones.

The terms "Executive" [Ex] and "General" [Gen] are used before the code FG 361 to identify the source of the materials within a specific file. The files designated [Ex] are communications between national, foreign, state and local governments and their agencies, members of Congress and other prominent people. Files designated [Gen] are communications between government officials and private citizens, institutions and other private interests.
