These Presidential historical materials are in the custody of the National Archives and Records Administration under the provisions of Title I of the Presidential Recordings and Materials Preservation Act of 1974 (44 U.S.C. 2111 note), and implementing regulations. In accordance with the act and regulations, archivists reviewed the file group to identify private or personal as well as non-historical items. Such items, if found, have been withdrawn for return to the individual with primary proprietary or commemorative interest in them.
Materials covered by this act have been archivally processed and are described in this finding aid. Items that are security classified or otherwise restricted under the act and regulations have been removed and placed in a closed file. A Document Withdrawal Record (NA Form 14021) has been placed in the front of each folder describing each withdrawn item. Employees of the National Archives will review periodically the unclassified portions of closed materials for the purpose of opening those which no longer require restrictions. Classified documents may be reviewed for declassification under authority of Executive Order 13526 in response to Mandatory Review Request (NA Form 14020) submitted by the researcher.

The President’s Export Council was established by Executive Order 11753 of December 20, 1973. The Council is a Presidential advisory committee which functions within the Domestic and International Business Administration, U.S. Department of Commerce. The Council succeeds the National Export Expansion Council.
The President’s Export Council was abolished: 12/20/73 (See: FG 21 –22)
The Council was established to advise the President, the Council on International Economic Policy and the President’s Interagency Committee for Export Expansion on matters relating to export trade. In particular the Council may identify and examine problems regarding the effects of industrial practices on export trade, the need for industry to improve its export efforts and recommend solutions to these problems; survey and evaluate export expansion activities which reflect the ideas of the business community; provide liaison among members of the business and industrial community on export expansion matters; encourage the business and industrial community to enter new foreign markets and to expand existing export programs; advise on plans and actions of the federal government involving export expansion policies affecting business and industry; and provide a forum for business and government on current and emerging problems and issues in the field of export expansion.
The Council is composed of a Chairman, a Vice Chairman and 20 members appointed by the President to serve for two-year terms; 12 of the members are selected to represent geographical regions of the country and 8 are selected without regards to geographical distribution.
The records consist of correspondence, memorandums, and executive nominations. Primary correspondents include the President and White House staff Jerry H. Jones, General Alexander M. Haig Jr., Stephen B. Bull, Peter M. Flanigan, David N. Parker, Jonathan C. Rose, and William E. Timmons.
The terms "Executive" [Ex] and "General" [Gen] are used before the code FG 368 to identify the source of the materials within a specific file. The files designated [Ex] are communications between national, foreign, state and local governments and their agencies, members of Congress and other prominent people. Files designated [Gen] are communications between government officials and private citizens, institutions and other private interests.
