File materials in the category RS (Reports-Statistics) pertain to reports and statistics received by the White House and the correspondence regarding them. Specific topics were generally filed by appropriate subject and were filed under RS as a cross-reference only. General and recurring reports from Federal Agencies were filed by the appropriate FG code. Many reports were recorded as "oversize attachments", were given an "O.A. number," and are not stored in the open files.
In addition to reports, the types of records found in the subject files include drafts, originals, carbons, and electrostatic copies of letters, staff memoranda, White House withdrawal sheets, clippings, handwritten notes, lists, press releases, printed materials, and telegrams.
The principal correspondents in these files include the President, his counselors, assistants, and advisors, including Peter Flanigan, Daniel Moynihan, Michael B. Smith, Herb Klein, Mort Allin, Edward Morgan, A. P. Toner, Robert Ellsworth, John Whitaker, John Ehrlichman, Charles Wilkinson, and Paul McCracken.
Subject matter in RS covers many different kinds of topics. The following are typical examples: reports to be made to Congress by the President; concern over the sampling methods of the census; concern of under-representation by the Spanish-speaking community; Congressional and municipal support for a mid-decade census; reports from the various agencies as requested by the White House; daily reports for the President; reports from the Federal Mediation and Conciliation Service regarding on-going strikes; reports of upcoming activities which were expected to be "news"; follow-up reports of effectiveness of getting administration activities in the news media; Domestic program meeting minutes and summary of assignments to the various "Project Managers."

The terms "Executive" and "General" in the subject file code refer to the source of the materials. Items designated "Executive" (EX) are communications between foreign, national, state, and local governments and prominent persons. Items designated as "General" ("GEN") are communications between government officials and private citizens and organizations.
In addition to files being divided between EX and GEN, the category RS was divided into two-year increments. There is a division between 1969-1970, 1971-1972, and 1973-1974. Also, the White House filing manual was changed for the RS subgroupings in 1971. The subcategories RS 3-1 through RS 3-12 were reconfigured. RS 3 and its subcategories are therefore arranged in two series. It is somewhat confusing, however, because the number prefixes were re-used. See below for a complete listing of categories.
